OPINION: Farm policy - This time it’s the Democrats holding things up

It's fair to blame Republicans in the House of Representatives for last year's failure to pass a new farm bill. The Democrat-controlled Senate passed its version, but House leadership wouldn't even bring its version up for a vote. This time, House Democrats shoulder most of the blame.
