Generational Tax Relief Expands Freedom and Opportunity for All
Drafting a historic piece of legislation like the One Big Beautiful Bill Act (H.R. 1) doesn’t happen overnight. In fact, House Republicans spent months, and even years, identifying critical needs and developing the best product possible for hardworking American families. While the package is referred to as the One Big Beautiful Bill to emphasize the broad spectrum of policy achievements, including immigration, national security, and agriculture, a major driver of the bill is tax policy crafted by the Ways and Means Committee, on which I serve.
Our committee took its responsibility seriously and broke into teams focused on different sections of the tax code. These teams spent 2024 studying key tax provisions and preparing the foundation for H.R. 1. As chairman of the Rural America Tax Team, I led discussions across the country with industry stakeholders and spoke with rural Americans about the impact of federal tax policy on agriculture, manufacturing, and housing.
After spending the past six months carefully shepherding the bill through the complex reconciliation process, we now turn to implementing the bill and working to make sure Americans understand how the new law helps them make ends meet and grow their businesses. This week, the Ways and Means Committee is conducting two field hearings, in Nevada and California, to hear from Americans in their home communities and to discuss the positive impacts of H.R. 1 in their lives, homes, and workplaces.
It is particularly fitting the Reagan Library will host our discussion on the pro-growth, pro-innovation, and pro-American provisions within H.R. 1. President Reagan was a champion of broad-based tax cuts to supercharge economic growth, and his policies were revolutionary in rewarding investment and innovation. We looked to his legacy when drafting this bill and focused on allowing individuals, rather than the government, to decide what to do with more of their own hard-earned dollars.
To stop expiring tax provisions from hiking nearly every American’s taxes, H.R. 1 made permanent tax cuts from 2017 such as the doubled standard deduction. Similarly, we ensured the doubled child tax credit continues to provide critical support to parents and promotes growing families, and the now permanent refundable portion ensures households with tight budgets can enjoy the full credit. H.R. 1 further stood up for families by eliminating the 1099-K Babysitter Tax, a Biden-era IRS overreach threatening to monitor everyday digital transactions through services such as PayPal and Venmo.
Additionally, cuts to individual rates are now permanent, with the steepest cuts reserved for lower- and middle-income brackets. By extending smart policy from TCJA, we prevented the largest tax hike in history. And the truth is, workers and families would have felt the most pain from this tax hike—not the wealthy. We saved the average American family from a crippling $1,700 tax hike, delivering on tax relief promises which were a clear priority for American voters in November 2024.
Speaking on tax reform efforts in 1985, President Reagan said, “Remember there are no limits to growth and human progress when men and women are free to follow their dreams.” His optimism inspires us to continue legislating to allow hardworking Americans the certainty they need to plan for the future in a tax environment which allows their businesses and agricultural operations to grow and thrive.
